CCIEs (in addition to doing actual, you know, work) are a bit like insurance.  They are the top dogs in the IT organization, they are who you go to when things are REALLY broken.  They can’t fix all the application layer issues, but they can at least point to what system is not doing what it should.  So your CCIE, possibly by reading a packet capture, can tell your organization where the problem lies.
